Yun, Acting Governor-General of the Two Kwong Pro ifces. makes

the following communication in reply.

The Acting Governor-General has to acknow-

-ledge the receipt of the Consul-General's despatch dated 16th.

August stating that he has received a letter from the Governor

of Hongkong drawing attention to an article published in an

English paper dated the 11th. August, which consists of trans-

-lations of the correspondence passing between H. B. M. Consul-

-General and the Governor-General of the Two Kwong Provinces

respecting the deputation of Prefect Sit Wing-nin to reside in

Hongkong to examine the Chinese emigrants going to Peru. The

Governor of Hongkong points out the impropriety of the Foreign

Bureau in communicating such correspondence to the Press, and

asks that such matters be kept more secret.

In reply the Governor-General begs to state

that the Foreign Bureau of his Yamen has never yet communicated

with any English newspaper office in Hongkong, and emphatically

it would never appy the official correspondence and send it out

for publication. But since it is stated in the Governor's

letter that from reliable source the correspondence has been

found to have leaked out from the Foreign Bureau, the Acting

Governor-Unseral requests H. B. M.'s Consul-General to be so

good as to ask the Governor of Hongkong to demand proof from the

English Newspaper office as to which of the staff of the

Foreign Bureau copied the official documents for the Press, in

which place and in what manner, and favour me with an early

reply. If the copy in original could be produced, it would be

quite easy to find out the delinquent by the hand-writing. I

would further ask for the original document from the English

newspaper office.
